What are the rules about purchasing an NZ fishing licence ?

Either purchase your fishing licenses on line from Fish & Game or after arrival in NZ at one of the lodges, sporting good stores, etc.

Tourists purchase the same fishing license as NZ residents (unlike the USA where one must pay more to purchase a non-resident fishing license).
